No -- at least not 100%. It can scan web pages and block those with keywords that you specify, but it doesn't *look* at the video itself. YouTube does have kids channels, and the YouTube Kids app lets you block all channels unless you white list [pre-approve] them, but it's for Android, not Windows. You might be able to find something similar for Windows, but the 2 apps in Microsoft's store that popped up while Googling only have 3 star [out of 5] ratings. And you do have to be careful -- many parents just block YouTube entirely:

Thank you for your kind response.
Youtube is sewer of filth, but also, at the same time, a great resource for the kids and the whole family for research and learning.
I wish you tube will separate all adult materials and call it Adultube or something and leave youtube clean.
The kids who are teens do not like the idea of using "kids' Youtube"!
I tried another program called SafeDNS. It blocks almost all adult material at the Modem level, but also blocks many benign sites. The folks at SafeDNS tried hard to fix this problem for me, but without success.
For parents, protecting children from Youtube, Facebook and other social media is a daunting task. The vendors seem to take wonderful, useful apps and mix them with pig manure.
