Can this software be 'installed' - as a Portable program - on a USB thumb drive, such that it's not then on a drive that might contain some data the program is supposedly designed to recover?

Yes - but you need to copy the whole folder (from your hard disk) to your USB - after installation.
You also need to register the program again (using same registration key).
To get this key, you need to run the program (from the Read me file) in the same browser that you down-loaded the program from (a common requirement!).

No, it can't be 'installed' as a Portable Program as such sadly.
As explained by Othello86, it can basically be 'used' as a portable program, but only after it has been installed to a hard drive first and re-registered again on a USB stick etc. unfortunately. Something rather disappointing given that you could end up writing directly over some or all of the very data you need to recover as a result of installing the program.
I haven't come across a data recovery program that can't be installed as a portable program for quite some years now due to such an obvious issue and am most surprised that the developer has been so unattentive and naive to have not noticed the major importance of being able to install a data recovery program as a portable program.
Rather quite sad really!
