Long been a fan of Twisted Brush's offerings here and this is no different, so if you can't afford the likes of Rebelle or Painter this is a really nice alternative with some great brushes.
Sadly it suffers from the same issue I've noted before, that the open and close square brackets are almost always used to change the brush size in other similar software, but here the close bracket opens the brush selector, after which the brush won't respond until you press the open bracket. A small annoyance but one that's irksome when coming from so many other painting apps. The interface is still a little clunky and old fashioned in appearance, but that's forgivable when you look at what the software is capable of.
All-in-all, if you've any interest in digital art this is a no-brainer, grab it while you can.

Hott, Yup, you can import any image, either to paint on or as a reference, plus it supports layers so you can work non-destructively. Hope this helps.

Lovelances of over laps ', I've never needed to uninstall older versions. However, if you've previously installed to somewhere other than the C drive you will find it doesn't pick up the directory and wants to install to C, so keep an eye on it and make sure it uses the same directory.
