Joe, probably because jpeg & PSD are standards -- files saved in either format from any software will open in any other software that handles jpg & PSD -- while RAW files tend to be specific to the brand of camera. It would be a huge amount of added work for the dev to collect every type of RAW file, analyze them, and code a recovery routine for each individually, and some [most? all?] might not be recoverable the same way as jpeg & PSD.

JPEG has PSD formats have format specifications, and if the file structure does not match that, we call it corrupt. This software can resolve mistakes in the file format. The image itself (what will be displayed) may still have errors.
RAW image formats don't get corrupted. Errors show up as simple image noise or gibberish metadata.
