cornjaco, it is just a Grapical interface to the always free command line PDFTK.EXE PDFTK Server program in the misnamed "data" folder of the instalation directory.
from the command line tools --help option the free engine this uses can do everything claimed and far more too if you take the trouble to learn the command line switches and feeatures.

current URL.
PDFTK Server which is what this uses appears to currently be GPL licensed so this redistribution is unlicnesed. As no copy of the GPL license is present or even any acknowledgment that they are using someone else GPL'd program to do ALL the PDF file manipulations.
The user interface does NOT support multiple document input, so all pages to be merged have to come from a single document in the program I downloaded from this sites giveaway today.
I would recommend using the PDFTK PRO or even FREE as it has a GUI that accepts multiple PDF documents and page inclusion selection.

at $3.99 for a lifetime license and much greater capabilities I suspect will be a far better investment as well as supporting continued devlopment of the underlying GPL PDF toolkit!
This also has a stupid BUG in the GUI. The "Merge Every" input box permits the input of ANY character! It should be a numerical input box only we should not be permitted to input non-numeric characters! It should at best be blocked from being input and at worst throw up an error on attempting to process the data to compile a command line for the PDFTK.EXE engine to process! AS IS it just gets stuck in an endless loop in the analysing phase with most of the GUI disabled and has to be X'd out of or end tasked.
From recent moderator behaviour I doubt this comment will be published unscathed if at all but it ALL needs to be said. Maybe I should set up a blog so people can post their comments as typed into here to expose the level of illegal unathorised comment tampering that goes on here!

The application is useful. The first feature I tested - whether the resulting PDF remains editable or is it saved as a bitmap. The answer: it remains editable.
But I also see a number of problems with this program.
1) The most annoying - each time you merge the pages the program opens the folder where the resulting file is saved to. And you cannot turn this off. This must be optional;
2) If you save second version of the merged pages the program overwrites the previous version. There should be an option to either overwrite the previously saved file or to save new version under a different name, like filename(1).pdf;
3) If two pages you merge are not of the same size and orientation the program rotates one of the page to fit instead of keeping the orientation. Again, there should be an option to keep the orientation: although there is an option 'Rotate pages', the result is the same whichever option you select;
4) There is no custom output page size;
5) Although the program remembers the output folder when closed and re-opened, it forgets the last used page size;
6) You cannot close the file without closing the program. To select another file to merge you have to close the program and re-open it. Unprofessional.

SK, Thank You for the great review

SK, There is a drop down selector identifeid by the text "Rotate Pages:" with options of All, None, Page by Page. It is not clear what Page by page means or by what extent pages are rotated by or to what orientation.

TK, Yes, there is such menu, but, as I wrote, whichever option you choose, the result is the same.

I thought this was going to merge multiple PDF files into one file. Instead, it combines all of the merged files onto a single page. Not useful for me.

John Cumbow,
Well that is what it says it does.

John Cumbow, ...yes, the GAOTD email says it can do this, but I could not find a way. However the Windows store does offer a free program that will.

Lee, would you like to share that secret by telling that free program's name? :-)

Lee, would be handy if you named that windows store app as there are quite a few apps in the windows store and it could take considerable amount or time searching, trying them out without an app name!

rww, from the bullet points above:
"•Merge Multiple PDF Files to One PDF."
no mention of the One PDF is One PDF PAGE!
implies merging multiple PDF files not just two PDF files wirh no restrictions on number of pages into a new single PDF file with no restrictions on number of PDF pages it will produce in that new single PDF file.
SO while it does say it merges multple PDF pages into one page which in most cases is very undesirable if the resolution is of the individual pages is reduced to fit in the single page, it ALSO claims to merge multiple PDF documents a new PDF document rather than a new single PDF page. Which John is alledging it does not appear to do.
