I'm using a Samsung S8 phone, and get stuck trying to find Developer Options. I got as far as Build Number, and setup tells me to tap that 7 times... but each time I tap it, it just show me "Developer mode has already been turned on." and doesn't give me Developer Options.

I'm stuck at this point, hoping someone can help me.

Laura Nass, have you scrolled down past Build Number? Developer mode should appear as the last item.

Thank you jahijev, that got me a step or three further. USB debugging is now enabled. I don't see "View Attribute Inspection" but I don't think that's important. Next step is the USB Configuration page, which isn't appearing on my phone. Is this also supposed to be under Developer Options? It looks like it's supposed to be another menu drawn over most of that page, but you can see around its edges to the Developer Options page. What do you have to do to get that menu to pop up?
