Yes, it's for the US only, pity as I've still to get this on Steam yet. I won't pay the asking price on Steam though as I don't think it's worth it. I must have played the original Sid Meyers Civilization for well over a thousand hours. I used to play it in 12 or more hours sessions at a time when I was at university (instead of studying, lol). I've loved every iteration of Civilization and copy cats, but I'm finding this practice of releasing so many dlc's for the latest versions feels a little like a rip off. Most of these dlc's should be included with the game on release.
That said, I can appreciate that games in real terms have come down in price massively even before you take into account the massive reductions you get from most gamehouses these days. I was paying £30 for AAA games 15 years ago, so I suppose the practice of releasing dlc's is to compensate for the low price (in relative terms).

Yes, but I think it's more akin to turning games into something like a "market based subscription model" where the base game is just a platform to run the DLC.
The game companies don't have a good record of consistently producing quality product. Compounding the problem, the poor quality product is still extraordinarily expensive. The companies don't just spend boat-loads of cash on flops, they spend supertanker-loads. The "subscription model" allows them to compartmentalize development and minimize spending prior to release. Products with good sales, or a least good word of mouth, get project teams assigned to DLC development to keep the cash flowing. Products with poor sales get increased PR budgets...
The companies are admitting that the market determines which games are worth playing, and they know that most people don't really mind paying more for a good game, so they've moved to a model where you buy a good game 3-5 times but a bad game only once. Ultimately, the good games cost you about what you spent before but the bad games cost you less than before.

Campy, that was the first ecode deal I saw on Newegg. I do a lot of business at Newegg and their prices on retail games,although usually limited in scope, are very reasonable with an occasional very good sale price. I hope more ecode games are forthcoming. My activation code came within 15 minutes also.

This is well worth getting if you like action games. The graphics are gorgeous and the game has some original game play. There are elements included from the original game, for example there's still a range of plasmids, (genetic enhancements to your character) that allow for magical attacks, as well as tonics that you can equip to augment plasmids' effectiveness or buffer your character in other ways; so it should still be familiar to those who've previously played Bioshock 1 & 2.
