Hmm odd I just added an “open password” and it prompted me to open the pdf file but the reader reported the document had restricted rights (which I did not set!)

Cannot use open password to modify those restrictions in PDF reader that allows changing permissions and no owner password is set so cannot use owner password to change those limitations.
