Rick, what screen resolution and scaling factor are you using? It appears center screen here under 32bit Vista 1440x900 no scaling.

Works under 32 bit Vista and should also work under XP and earlier back to NT4.0 though I have not tried it there, maybe someone with an active XP SP3 system can give it a try and report back here?
