SQL Planner installation can be done on Windows 8,10 or any windows 2012 server edition onwards - only 64 bit architecture.

Please install SQL Express free edition from here : https://www.microsoft.com/en-us/Download/details.aspx?id=101064

NOTE:
If you do not have SQL server already installed, you will need to install it, however, you cannot install it on older OSes, such as Vista or Windows 7. Therefore, you will need a Microsoft supported OS, such as Windows 10 before installing it. If you installed SQL Server way before Microsoft dropped support for the older OSes, you should be OK.

Windows (64 bit) and SQL server should be preinstalled.

Should or must be? Installing an SQL server has been on our todo list.

Any Monitoring software would need to save several server resource usage data, and any dbms software is best for MIS purpose too- so we choose MS SQL Server.

SQL server monitoring is done by an organization having several SQL Server instance running.
We are giving this tool to users to improve their skill, awareness and efficiency in this regard so that when they get in such IT organization, they would know how to be effective.

don’t see the point in this product at all- especially as sql server management studio is available freely from Microsoft

Hello,
Often many large IT organisation has many SQL server located at many site. Then operation often need to get alert on bottleneck and find root cause in a very well managed way, which ssms can never show in controlled way with drilling to granular level.

Developers don't need such software if they are just working with 1 or very few server
