I still have https://www.giveawayoftheday.com/joyoshare-heic-converter-for-windows/ whose giveaway license is still active since 2017... ah those were the days ... The giveaway was for version 1.0.0 and it works just fine under Vista and should work under XP but I have not tested it. The current version joyoshare offer is 2.0.1.16 and does work under Vista and should work under XP. They offer a free lifetime license if you share via certain social media sites:

Version 1.0.0 is more than adequate for all my HEIC image conversion needs... currently just confirming the .HEIC files I downloaded were valid HEIC pictures ....

It activates permanently , and I find it a lightweight & handy tool as my colleagues have Apple devices and always share their images without converting it to PNG for ppl like me who don't own Apple devices. Last time I checked apps like XnViewer did not support this format for opening or converting to JPG/PNG.

HEIC being a new format, more and more programs will be available for conversion in the future. But being developped by Apple, they probably will not give it for free and will want to sell their license...so probably not available in free programs in the near future.

Frank, HEIC/HEIF was not developed by Apple, but by the same Joint Photography Experts Group (JPEG) which developed JPEG format. Apple happened to start using it first, or early. But consider how many programs exist to manage and edit JPG images. It has been around so long. People are not about to go convert all their old images to HEIC. So the developers of editing programs, converters, managers, will have to keep supporting JPG. It is slow to being adopted because of the huge investment people and businesses have in JPG. That is why it will take a while. Not Apple.
