Copy the disc to the computer that operates it. Then transger ot to a stick/flash drive that plugs into a standard USB port. Remove it and place it in the newer pc and copy it to a file and then you'll have it.
If you're talking about using data from a floppy, such as installing an old program that you have stored as disk1, disk2, etc, then you'll need a Virtual Floppy Drive (there are many such programs available),
On the other hand, if you're asking how to get data off of a floppy then a USB Floppy Drive can be had for $15 (or less). Note... if you have an IDE external hard drive and an old diskette drive then you might be able to make your own external diskette drive. Or, if you have a collection of cables all you need is a power connector and an IDE ribbon cable and, of course, an IDE controller.
Or, something like this KINGWIN USI-2535 IDE/SATA to USB adapter is handy to have around for those temporary opportunities...

Mention Amazon because so many aren't in the US -- even if *your* Amazon doesn't carry them should be able to order from the US site [I know I've bought from Amazon UK in the past].
