I am looking for a giveaways of a sharpening photos where the background will be sharpened too. I believed this software uses layers to sharpen. I have forgotten the name but remembered it is from Germany. Please advise the name of the software and where I can download this software again, thanks

You can try searching either via an external search engine using: "photo sharpening -lib site:giveawayoftheday.com" (you need the -lib to exclude the shareware section).
Or, you can use the search box on the giveaway page which will give you http://www.giveawayoftheday.com/?s=photo%20sharpening
Once you find what you're looking for you can buy it from the publisher. The giveaway period has expired. Of course you can also keep checking back, photo software is frequently offered.

Franzis is another vendor that has offered imaging software here, and is from Germany. You might want to check out those former offers.

The 4 companies that come to mind are Franzis, as Suze mentioned, plus Ashampoo, Supereasy, & Engelmann.
Franzis, Ashampoo, & Engelmann all sell decent enough photo-related apps -- Supereasy software isn't bad per se, but not quite at the level of those 3. Going by your sharpening description I'd place my bet that you're looking for an Engelmann app, but I could of course be wrong.
That said, I believe that there are a few smaller developers out of Germany who sell many sorts of software, & that includes some more basic photo-related apps. IMHO if you didn't see what you were after at the sites of those 1st 4, perhaps your time would be better spent just looking for an app that does what you want -- there are more than plenty free & low cost apps for working with images.
