When I try to install, Norton blocks these files:
appdata\local\temp\{29caaafb-a549-484c-8ba2-f064cbbc6b7)\setup.exe
appdata\local\temp\is-hdq7c.tmp
Is it safe to temporarily disable Norton and continue? Are these files safe?

If you can.
A lot of security software has Windows services that run automatically when you start Windows, & they won't let you turn those off or stop them from running. In that case, if temporarily disabling Norton doesn't work, you'll probably have to restart your PC/laptop in Safe Mode with networking, as those services I just mentioned don't normally run in Safe Mode. If you search the forum you can find discussions about it, most often re: Kaspersky.
As far as safety goes, all the software on GOTD is very thoroughly checked beforehand. White Rabbit, who's been volunteering here forever I think, always makes a point of saying there's never been a case of an infected or otherwise unsafe download.
