In a nutshell, if you had someone's email address, & knew they had a Skype acct., there was a way to set up a new acct. with the same email address, & then access the original acct. Allegedly this was possible for a couple of months, MS just yesterday/today turned off the reset feature on their servers, but no release notes saying what in this version of Skype is different.
