Since GOTD changed the wrapper I've been unable to install their programs. Today I came upon a Microsoft website that solved the problem for me. The topic is How to repair an existing installation of the.NET Framework. The webpage is http://support.microsoft.com/kb/306160. For me with Windows 7 64 I downloaded the file Netfxrepairtool.exe, I ran it and it worked! I'm baaack! Good luck to all those who suffer the same frustration. Before then the setup programs did not appear after extracting the GOTD download. Now they do. Makes a big difference!

If it worked it worked, but for anyone thinking about giving this a try I'd add a caution to backup or at least set a restore point in win7 before trying the .NET repair install -- .NET IMHO is just too flaky sometimes, doesn't take much to damage it so it has to be removed/reinstalled plus all updates added. Note that it's an older article originally dating to around 2002, though it has been revised 9/22/11, & says it applies to .NET v. 2.0 -- it may/may not work with newer.
FWIW, I monitored yesterday's & today's GOTD downloads in my XP Mode VM using Sysinternals Process Explorer to show what files are involved when setup.exe or Activate.exe are run -- .NET was not involved or opened/called. That's not saying it didn't work -- it's saying that assuming it did, don't have any idea why.
