I'm *guessing* that they're trying to target folks that are uncomfortable with NSFW content, which isn't a problem with animated GIF sites in the west, but maybe it is in some other locale? But that's just a guess -- for all I know they've got AI involved like everything else nowadays, making your question totally plausible. :)
