Can this software convert regional formats, for example PAL to NTSC and vice versa NTSC to PAL, SECAM to NTSC etc etc?

It will convert the DVD's video to a standard digital format, e.g. AVC, that will be playable on any device that can play files in that format, for example a cell phone or tablet. Converting NTSC video to PAL & vice versa is really quite complicated, and was usually done to show EU movies on American TV channels using specialized analog hardware. I don't know if EU TV stations did the same thing with American TV content. Back when video DVDs were current, the common solution was DVD players that understood both -- AFAIK most EU DVD players also played NTSC DVDs.

What is the purpose to rip a DVD to an ISO image?

My media player will play them as if they were the actual DVDs. All menus, Extras, Commentaries etc. are intact in one file that I can play straight from the network. No need to get up and put a physical disk in a machine just select it from a menu and I'm watching a 'virtual' version of the entire DVD with its original resolution, sound and content.

There is none. Years ago [like a couple of decades] some DVD player software would only recognize a physical DVD or an ISO, which is an image of a DVD. Now every player that I'm aware of will recognize and work with video DVD files stored in the same folder arrangement as on the DVD.
