Can it break the copy protection typically on commercial Blu-ray disks? (Of course I mean to copy for my personal use only, not to do anything illegal.)

Neil, while it doesn't say yes or no on the product page, which may be an attempt to escape legal notice, it would have to in order to work. That's Not to say it'll work on every Blu-ray disc out there, as DRM continues to evolve. Also, if concerned about legality, personal use may or may not mean anything -- check your local laws & regs to make sure. Finally, and purely FWIW, the original .m2ts video files on a Blu-ray disc maybe more compatible with more players than .MKV if you use subs.

1 Does this software require a blu-ray DVD drive to rip? and
2. Can it rip standard DVDs?

Colin, you'll need a Blu-ray drive to read Blu-ray discs. Once the disc's content is copied the drive is no longer needed. Handling the DRM on Blu-ray is Much different [more difficult] than video DVDs, and while some software will do both, the product page makes no mention at all regarding DVDs.
