Chessmaster is probably the best chess game out there, though it's been a few years since they've had a release. You might have to search ebay to find a copy and it will probably be expensive, due to its rarity, unless you happen to have a Nintendo DS or Sony PSP. This used to be updated every few years, but seems to have disappeared as of late.
The current version is the Grandmaster Edition, also called the Art of Learning, followed by 10th Edition and Chessmaster 9000. It's probably cheaper to buy a used Nintendo DS and the Art of Learning than it is to buy Grandmaster Edition for the PC, however!
The most popular alternative would likely be Fritz Chess, and though it's not quite as well reviewed as Chessmaster, it's a lot easier to find.
As far as the computer resigning, I suspect they don't program them to do this as otherwise you'd never improve your endgame. But it sounds like what he really needs is more of a challenge, which either Chessmaster or Fritz will supply :)
Both "Shredder Chess" and "Arena" will resign (Chessmaster will not).
"Shredder Chess" is payware but a 30-day limited trial is available.
Arena is freeware and there are a number of free UCI engines available. It's a cheap way to just play chess.
