Long story short, Microsoft is now promising to fix Windows.
Personally I don't think it's that big of a deal -- Microsoft offering the weakest possible defense for the way they've been screwing up when it comes to Windows -- but after seeing several write-ups portraying it as some sort of game-changing event, I wanted to post Ed Bott's [ZDNET] realistic summary.
IMHO it boils down to Microsoft stumbling [or fumbling -- you choose] for years. People aren't happy with Windows, and now you have more powerful tablets & phones that can do much of the stuff we use PCs/laptops for, a new PC OS from Google that could debut this year, growth in the number of people switching to Linux, and most critical of all, a new sub-$600 laptop from Apple. Oracle is competing more strongly with Microsoft's cloud biz, while formerly loyal Xbox fans are angry and starting to jump ship. And then there's Copilot... OpenAI is moving more and more towards a divorce, and while you read all sorts of news and stuff about ChatGPT & Claude, Copilot's only managed to inspire a very popular meme: Microslop. Again, just IMHO, Microsoft put out a blog post that makes a tepid first attempt to stop some of the bleeding.

Note that these changes will roll out in preview builds starting this month and continuing through the rest of the year. There's no announcement on when they will reach public releases.
