I'm running 5 copies of Win10, with my 32-bit tablet, on this PC [alongside Win11], and in 3 VMs. I've only seen the window or wizard or whatever you call it to enable the free year of extended updates in the VM that's enrolled in the Insider program. Today as I was reading about the latest version of a free app called Flyoobe, I saw that the dev includes support for "Windows 10 Consumer ESU enrollment (with or without a Microsoft account) via the legendary abbodi1406 ConsumerESU script." I gave it a try.
Unzipping & running Flyoobe in my 2nd Win10 VM there's a drop-down where you can select to download & run the script. The app runs the script once, though the script's output says you need to run it a 2nd time. Not a problem as the script is in the same folder as the Flyoobe app I just ran. This time the script output said it was successful, and checking Setup -> Windows Update in the VM I now see that this copy of Win10 is enrolled in the ESU program.
You can run Flyoobe like I did or skip it and just download & run the script.
