The Windows download is a Zip file with the portable app -- on 1st run you need to give it access to pass through Windows Firewall, and that registry modification was the only change to my Win11 VM that I monitored. You can select Public or Private network, or both.
When LocalSend is running it looks for another instance of LocalSend running on your network. You select the file you want to send, select the target device using the device name that LocalSend generates, then tap/click to accept it on the target device, e.g., phone. LocalSend is available for Windows, Android, Linux, macOS, & iOS.
