I'm the last person to ask... I'm [probably Way] behind the times, using the 1.xx version of KeePass, but I don't own a cell phone and haven't otherwise seen the need to change. And the one thing I almost never do is sign into a browser account -- Windows signs me into Edge, so I rarely use it [and I still get tracked]. In the linked article Ed takes a look at the pros and cons of using your browser's password manager vs. a 3rd party app.
If you need the tl;dr version, here it is: For people who aren't technically sophisticated and who live a simple online life, a platform-based password manager is an excellent choice. But there are significant limitations to these options, especially if you regularly switch between different platforms and browsers.
