If you're going to buy or build a new PC, or upgrade the PC you have now, one of the more affordable choices is to use older generation CPUs with motherboards that use DDR4 memory. Many meet the requirements for Win11. If that's you, particularly if you live in the US, you probably need to be shopping now. Chinese manufacturers can now produce DDR4 RAM, and have been selling it at prices that undercut the big names like Samsung. Those big name memory manufacturers were already cutting DDR4 production because of that, and now Samsung's exiting the market entirely. It's going to get more expensive and harder to find, especially in the US.
