Microsoft introduced Virtualization Based Security with Win10, and it's still there in Win11 -- in fact, it's the reason for the CPUs on Win11's supported hardware list... they have an added feature that makes VBS not quite as big a drain on performance. It's still a big drain, just not as big a drain as using a CPU not on the list. And VBS is particularly terrible for gaming [that's cause for worry as rumor has it some companies may be planning to use it for anti cheat].
Now, VBS isn't a feature on it's own, but rather something used by several other security features, many of them targeting biz, Not home users. The VBS empowered feature you're most likely aware of is Windows Security -> Device Security -> Core isolation -> Memory integrity -- Microsoft from time to time will suggest you turn it on. And that familiarity may lead you to think that if Memory integrity is off, then so is VBS -- that would be wrong. You need to check System Information to see if it's on or off -- search system information or type msinfo32 in the Run box and click OK.

The first link above talks about how turning VBS off should work, while the reddit thread lists some of the steps others have had to take, which may give you something to work with if the first article doesn't work for you. It's off in this copy of Windows -- I'll have to check the Insider copy of Win11 and our other devices -- so I cannot offer any experience.
