The article's author is Not a fan, though he has good reason not to be IMHO. I've not been a fan of, nor used any of the video editing tools Microsoft's ever released.
At any rate Clipchamp is a web-based app, meaning in this case the software itself works in a web browser rather than being installed. It is not a web service where you have to upload your video.
Most consumer video is shot using a cell phone, same as most photos are taken using with a phone. Moving or copying video from a phone to a PC/laptop is a hassle, just like working with photos -- perhaps more so as video files are bigger. And that's not a huge problem since you can use decent photo &/or video software right on your phone, eliminating the need to even use a PC. So my take, purely FWIW, is Meh... more bloat.
