Prompted by the few comments on the download page -- It works...
Run the setup program in the Zip file you download from GOTD -> it shows a dialog window where you request, then enter the key. After entering an email address on the web page you'll get a confirmation email -> click the link in the email to confirm your address, and you'll see the key. You'll see an optional prompt to fill in personal details that you can skip. If you don't get the confirmation email try another email address -- email service providers all run spam filters, and they can stop legitimate emails you're waiting for.
Picture to Painting Converter 3.0 is typical SoftOrbits, meaning it works, isn't hard to use, but maybe not best in class, not that it carries the price tag of many [most?] of the best image editing-related apps. You get the program's folder, a folder in C:\Users\ [UserName]\ AppData\ Roaming\, along with minimal registry entries. When you 1st use the app it'll take a few moments downloading presets.
There actually aren't a whole lot of apps &/or plug-ins that try to convert an image into a simulated painting nowadays, but something similar you might want to play with is XnView's [XnSoft] XnSketch. xnview[.]com/en/xnsketch/#downloads
