One of the questions people often ask when data recovery apps are on GOTD is if it's portable, often followed by if it has a bootable USB stick available. It is portable, and activation info is stored in the program's folder, rather than elsewhere or in the registry, so running it portably it remains activated. It will not create a bootable USB stick, but it will run booting to WinPE on a USB stick or CD/DVD. Some of the bootable USB sticks you can create with backup apps etc. do offer a command prompt option, and it may well work there too, but since those implementations of WinPE vary so widely, cannot say for sure. You can of course always create a Microsoft WinPE USB drive downloading & installing part of their ADK, win10 version recommended [it'll work with win7 fine], or if the external drive is fast enough [SSD recommended], create a Windows To Go drive, which is actually easier & less to download.
