What you're talking about is the most common complaint basically that I've seen regarding win10. Under the hood win10 is basically win7 that's been more developed &/or optimized -- IOW what win7 would be today if they hadn't stopped working on it. But the big difference that people see is that nowadays Windows by default is much like free, ad-supported, user tracking software.
So, to more directly answer your question, no, there is no way to install win10 and have it behave out-of-the-box the way that you want. Instead you have to go through the settings, turn off the privacy invading features you don't want, turn off the pop-up ads as possible, and then uninstall all the added apps you don't want, one at a time. Note, you may have to use Ccleaner to remove some of them.
You also need to consider whether or not you want that copy of win10 to be associated with your Microsoft account. There are advantages & disadvantages, mainly involving privacy IMHO. If you have it associated with a Microsoft account, do check that account's privacy-related settings, and possibly consider adding & using a second user to win10 that's not associated with your Microsoft account.
Otherwise BE CAREFUL, as the October update/upgrade [v. 1809] has had a very troubled start. They originally planned to start pushing it out 10/9/18 via Windows Update, canceled that, pulled it from all early downloads, released a patch on the 9th, are just now releasing patches for the problems that patch on the 9th caused, and have re-released an updated version to Insiders, with no word yet [AFAIK] on when it'll hit the masses.
