Software can only be certified for Windows Vista by Microsoft if it will crash, according to
anti-spyware manufacturer Spybot S & D.

What that means is, MS will only certify it if it has a crash reporting system. So, if a programmer wants the Vista Logo it has to have an error reporting system on it. It doesn't matter if the program crashes. They want be able to know about if it does crash, so the problem can be fixed.
