This app from Engelmann strikes me as a developer thinking: "I've bought the HDX4 SDK [Software Development Kit] so now what can I make with it?" It's not a bad app, & trying to be a nice guy I wish they sell thousands & thousands of copies -- I just haven't the slightest idea to whom? Maybe Photomizer Retro is a promotional intro to their P/Shop plugins -- plug-ins that do the same things as the stand-alone apps they sometimes give away?
What the software does is let you add a few preset FX to your image(s). With our Android cells &/or tablets we can see similar, & quite a few much better FX, & tweak them Before we take the picture. Or we can play with them easier while they're still on the cell or tablet, or we can use the FX at the site we upload them to. If we're going to get more serious we'll use a regular sort of camera, transferring the pictures to a PC, then editing &/or tweaking them in image editing software, which generally has more FX [some better].
Photomizer Retro combines being very easy to use with the necessity [bother really] of taking another step editing your pictures. Quick & Easy = tablets/cells. More Serious Editing = preferably adjustable filters/FX as plug-ins in our image editor(s). I could obviously be wrong, but I just don't see much market or demand for an app, when arguably it's main contribution to your pictures is requiring you do more work.

Running Setup.exe unpacks & runs photomizerpro.msi in Windows user temp folder, where it waits after install for you to delete it. Running the update similarly leaves AppSTSB61Update.exe behind. Unfortunately when I let Photomizer Retro download & run the update it wouldn't install because it didn't have the required privileges -- I had to exit & then Run as admin. The main thing the update does is replace Program Files [(X86)]\ Common Files\ HDX4\ 2.0\ HDX4ImageProcessor.dll -- that file is the workhorse for the program, also responsible BTW for most new registry entries not caused by the installer.
Other files/folders added are a C:\ ProgramData\ Licenses folder, the HDX4 folder mentioned above, EMRegSys.dll added to the system folder, a C:\ Users\ [UserName]\ AppData\ Roaming\ Engelmann Media folder, & the program's main folder, Engelmann Media.
