The essential thing Acrobat can do that other PDF editors do not is that it will convert Table of Contents entries to clickable links in the PDF. This is a *must-have* for me.

Hafizullah, You can make a pdf with clickable links of the table of contents with Acrobat, but also with Word, UDPF and PDF Elements.
