Windows still thinks that software installation is in progress. I have had an identical problem. I was finally able to resolve it by uninstalling the offending software using Your Uninstaller... but you could use any similar uninstaller software to do the job. Finally, you would need to search your registry for any left-over entries. When doing that search for the software name and also the developer's name. Once ALL traces of the old software and its installation are erradicated from your system, you should have no more problems.
