Hi graylox, thank you for the welcome and your prompt response.
I will try what you have suggested, but in the mean time will you please point me to the FAQ thread as I can not seem to find it on my own. Probably right in front of me and I just keep missing it. Your forum structure is not what I am used to.

I did try all that was suggested in the FAQ; I cleared all caches, temp folders, etc; totally disabled firewall/antivirus, as well as Windows 7 security features(crazy me), and still had no luck. Missed the giveaway :(
Anyway, I thought it may be something wrong with my system so I enabled all my security, downloaded the latest giveaway(even though I don't want it) and it installed immediately, no problems. Strange!
I'd be interested in knowing whether the 'Setup.exe' could conflict with specific systems if not compiled correctly. For instance, whether the problem may have been specific to a Windows 7(x64) system?
