Could very well be caused by mal-ware, or it could be an attempt to get you to download & run mal-ware. Googled ".rhz extension" [w/out quotes] & got a few relevant hits on the 1st page of results.
There is something called Malvertising -- basically criminal groups buy [often targeted] ad placement from advertising networks &/or services. The sites those ads appear on don't have any control over what ads the advertising network places on their site -- they're just renting out space on their web page that the ad network fills. You might not be clicking on the real GOTD download link.
It's also possible that your system has been infected, or your router, or something like a proxy server if you use one. Anything like that could intercept your download request & supply a mal-ware file instead.
When I Googled one of the hits was sap.com:
"VZXML takes advantage of the .rhz format to save a complex file in a flat, shattered manner as compactly as possible."
I'm guessing that it would also be possible for something [other than mal-ware] running on your system, or on a server between you & GOTD, to either change the .zip file everyone else is getting into a .rhz file, or giving you some sort of report or document regarding the download or some site.

Opens as a RELHISTORY file and opens as a geneology file? Any recommendations for best malware removal program?

I'd start with Malwarebytes Anti-Malware Free, then move to AdwCleaner.
Removal guides can be found at BleepingComputer (the previous link) and at MajorGeeks.

The file extension .zip is being changed to rhz. If I change the ext to .zip it works. Need to know where the ext is being changed and why

Did you try MalwareBytes and AdwCleaner? If not, I'd give them a go before trying anything else.
If you're using Firefox/Palemoon then scroll down to Resetting download actions.
Or, try a different browser. See if it's browser (or download manager) specific or if it's a global problem. Uninstalling/re-installing the download manager might fix the problem.

Downloading through Firefox works ok with usual ext of .zip. But still have .rhz extension when downloading through Internet Explorer 11. Anyone know why or how to change in Explorer?

Whatever I do can't get rid of the .rhz extension on downloaded files from this site only. I've tried all the above suggestions, virus checkers, spyware software, the lot. Still the .rhz extension???????????????? What am I missing.

Some years ago I had one site where I was trying to download small files in a .pat format (PCStitch). Using Firefox, they insisted as downloading as .com and nothing I did would correct it. However, if I used IE, they downloaded properly. Nobody else I knew about had the same problem. It seemed to be unique to me.
I don't like IE but I keep it around in cases where something doesn't like to work right in Firefox. I suggest you try that idea -- just try with another browser!
One more idea -- try to simply rename the file to the correct extension. Windows will complain but will do it. I might work.

Have you tried right-clicking on the download link and selecting "save target as" instead of simply clicking the link?
You might also give this a read: How do I stop IE 11 from renaming downloads. It appears that the problem is somewhat common.
The "recommended solution" is to try turning off "protected mode" if it's enabled. You might have success by including givewayoftheday.com as a "Trusted Site". There are also two reported solutions at the bottom of the page but I'd export any passwords, favorites, etc before trying them.

Success! I have downloaded the Free Download Manager and it works fine.
