On the listing of comments, you might want to list them according to their ratings.

Many of them are question & answer comment pairs - changing the order due to some arbitrary rating will make them harder to understand.
People respond to questions and other comments by referring to the comment number - resorting the comments will make the referenced comment numbers meaningless.
Also many people return to the comments every few hours to read new comments since their last "visit". If the order keeps changing - this becomes impractical.
Perhaps having an option where the user can choose which sorting - by user rating, or by original comment order (time) might work for both groups of people.
Personally - I would like to be able to exclude and not display any comments with a rating below a threshold value.
