As I posted in the comments section of the download page (#57 and #59), here is the Vista fix for the Ice Cream Tycoon download.
The file "audiere.dll" is corrupt and will not allow the game to play on most Vista systems. Go to the following link, download a good audiere.dll file, then delete the bad file and replace it with the good one:

The bad file is located in your Ice Cream Tycoon folder, which should be listed in your Program Files. Once the bad file is removed and replaced by the good one, you should have no trouble playing the game.
