Not sure to understand precisely what you want. Maybe dbPowerAmp Music Converter is what you're looking for. As it converts music files from a format to another, it can also be used to lower the bitrate of a file (for example by converting from mp3 256kbps to mp3 96 kbps).
Note that this software is cheap, but not free in its mp3 capable edition.

thanks but I was looking for someting that can make mp3 files smaller because i wanted to send some mp3 files to my phone

Hum... If you turn a 256kbps mp3 file in a 96kbps one, won't it be smaller ?

If your phone supports ogg, I'd also suggest that instead of mp3. Smaller and higher quality.

okay I need some help I am not really familiar with burning cds but i bought some SONY CD-R AUDIO cds and i tried to burn some music to play on the car cd player but the computer crashes when i try to FORMAT the disc my computer stops responding and I tried to burn it using Windows Media Player it burns but the files don't get written.

there's no need to format the CD before you burn on it.
disk formatting is kind of a thing one does with floppies :)

Formatting a CD is for Packet write data (InCD, DirectCD, DLA and so on) actually DLA (Drive Letter Access) describes exactly what formatting is used for!
A formatted CD cannot be used for CD-Audio or for "normal" writing, so NEVER format a pack of CDs (like you would for floppies) unless you are committed to using them for drive letter data writing.

Niloy the simpliest way to burn CD's is to use Nero. After you have the MP3 files on your PC, open up Nero and select what songs you wish to burn. The program will keep up with the amount of space available on your CD so you won't have to worry about that either.
Jucati is correct. You do not format CD's or DVD's. Just place the little disk in the little drawer and open Nero, select what you want to burn and do it.

If you do not have Nero, you may be interested in the free CDBurnerXP Pro. It lacks a few useful features (such as burning dual-layer DVDs), but for regular burning you should find it adequate :>

BYW,I use the the freeware imgburn to burn DVDs,

thanks maz but i found Free Durn MP3-CD but the music files still don't get written and does mp3 play on all cd player and any reccomendations for a audio converters thx

Does your CD drive copy data CDs okay? Could it be a problem with the drive rather than the software? (Just checking).

I select the files I want to burn and then when it's complete the disc tray pops up and when i cheak it the disc is empty

I had this sort of problem with a Sony Vaio laptop, which turned out to have a rogue drive. It worked okay at first then stopped writing to CDs properly, and just turned then into coasters. Then it would tell me to insert a valid CD!
So I know how frustrating it is. I suggest you ask for advice on a dedicated board, where I'm sure you'll get help--but they will want to know all the details, like your operating system and model of CD drive.Ty this site: http://www.cdfreaks.com/
