It is much more likely a side consequence of installing the proxy. It would've been easier to "ban" a single site or range of addresses if they didn't want you accessing a certain site. Much more likely the introduction of a proxy server is for monitoring usage levels between departments or users. Since the proxy is only for the LAN dialing-in gets around this. So what I would do is download the Giveaway on your LAN (faster download) and then disconnect from the LAN and dial in and then activate the Giveaway. Then you enter the proxy, for example, in my school I would use "proxy.tp.edu.sg" with port 80.
