Is it just Windows Live OneCare that directly allow signed apps? Also, adding more layers of "security" is just going to interfere with activation. The cost issue, too. If a signing company is not giving away a free certificate, it's most likely that the GAOTD team is not going to bother. After all, there doesn't seem to be any significant downside to not signing the activators.

Downside to digitally signed software, it takes longer to produce a sig, you have to pay for a cert, then apply the cert to the program and recompile every freaking time. And it takes longer too.

The Activate executable is not digitally signed. A digital signature ensures the executable actually comes from Giveaway of the Day and has not been tampered with in transit. Additionally, Windows Live OneCare will allow digitally signed software through the firewall without prompting because if it is malware, then there is a unique signature that the antimalware portions can detect without false positives.
