This is a problem I know nothing about, but have you tried what often works for me, which is a google adding the words problem and forum?
So I googled: HotSpot UAE etisalat problem forum, and got quite a few results, some of which may be useful to you e.g.

Dear Members,
I am new to this forum.

I am UAE based and here etisalat people have blocked the major sites already.
I was using HotSpot Shield(VPN Software) in order to access the blocked sites
and it was working amazingly.

Suddenly last couple of days, it started giving problems. It stopped opening
orkut and became extremly slow and now when i try to open any messenger anything
it is not opening any website and very slow. I am unsure, is HotSpot shield has
gone from UAE and we are again in a misery.

If anyone has any suggestions please feel free to share.
