There is a line that runs all the way from hand coding HTML in notepad, through hrml tag editors (with preview if you're lucky), through tag/wysiwyg editors that let you work on the code pr lay things out visually (NVU is a prime example - http://www.nvu.com/index.php ), up to those that bury the code completely and work on layout alone, often with preset layouts - typically working in their own file format and then publishing to html when you want to deliver any changes.
