Thanks for the suggestions. I learned the Safe Mode trick from this forum, and it worked for a few years and didn't this time. I tried the "Settings: General" trick you just described and I was able to install the software. Thank you again for your help.

Since you're using Kaspersky, instead of "Safe Mode", you can select "Settings : General", Turn Protection Off, reboot, install the program and then turn protection back on once the program installs.

The difference in drivers loaded in "Safe Mode" versus "Normal Mode - KIS" might, or might not, make a difference. Otherwise, I'd do as Mikiem suggested and manually register the dll.

This is one of the reasons I don't like software from this vendor [in 2 words: old tech]. Another is the amount of spam.

That said, you can see here the relative age of WMEncEng.dll
support[.]microsoft[.]com/en-us/kb/929182
And/or that page might also provide a way for you to easily install the file.

As far as registering a file with Windows, there are 32 bit & 64 bit versions of regsvr32.exe -- one is always in the C:\Windows\ System32 folder -- in 64 bit versions of Windows the 32 bit version is found in the SysWOW64 folder, with the 64 bit version in System32. You can register a file manually using the command line [running cmd as admin in Windows Vista +], navigating to the proper folder for the version of regsvr32.exe you need, then just typing for example regsvr32 [path]WMEncEng.dll, where path = the path to where that file is found.

Google & there are instructions & utilities & modifications to Windows context menu you can also use. If the app seemed to install otherwise in Safe Mode, back in full Windows you'd find that file & try registering it.

I don't know whether it would work -- I don't know if the version of WMEncEng.dll it tried to register is compatible with your version of Windows etc., but registering it manually would be what I would have tried next in XP or Vista.

Thank you for the suggestions, Chris. Because I use Kaspersky, all my GOTD installs are done in Safe Mode with Networking, so security software is already turned off. I checked the Task Manager to be sure that none of the Kaspersky processes were active. I tried installing as administrator while in the Safe Mode. I had the same problem. Any other suggestions?

According to Microsoft, the Unable to register the DLL/OCX: RegSvr32 failed with exit code 0x5 error results from insufficient user rights, the file being missing, or a problem with your security software.

The GOTD Setup.exe file is normally set to "run as administrator" (see if there's an shield in the lower right of the icon) so you probably have sufficient rights, it could be a missing file (I didn't install the program so I don't know if it's included) but I'd first disable the security for the time it takes to install the application and see if that resolves the issue.
